ATC SERVICES SAFETY POLICY
Effective July 2026
Purpose and scope
ATC Services is committed to providing a safe and healthy workplace for employees, subcontractors, customers, and the public. This manual applies to residential and commercial construction, framing, remodeling, structural repair, masonry and concrete, LVT and VCT flooring, coatings, painting, drywall, suspended ceilings, doors, gates, maintenance, and related work.
This manual is a general company program. Every project must also have a site-specific hazard assessment, emergency information, customer or general-contractor rules, and any required written programs. Applicable federal, state, and local requirements and manufacturer instructions always control. Stop work and contact supervision when conditions are not covered or cannot be made safe.
Core rules
• No schedule, production goal, or customer request is more important than safety.
• Every worker has authority to stop work for an unsafe condition without retaliation.
• Report hazards, injuries, near misses, property damage, and environmental releases immediately.
• Only trained and authorized workers may operate equipment or perform specialized tasks.
• Conduct a pre-task plan before work begins and whenever conditions change.
• Maintain professional conduct. Horseplay, violence, impairment, and possession or use of alcohol or illegal drugs are prohibited.
Responsibilities
Management provides resources, training, required PPE, competent-person oversight, and corrective action. Supervisors plan the work, inspect the site, communicate hazards, enforce this manual, and confirm workers are qualified. Employees and subcontractors follow the plan, use PPE, inspect tools, maintain housekeeping, and report unsafe conditions. Subcontractors remain responsible for their employees, training, insurance, equipment, and compliance while also following ATC Services and site rules.
Pre-task planning and hazard assessment
Before each task, identify the work area, workers and trades involved, sequence of work, access and egress, utilities, overhead and underground hazards, fall exposures, dust and chemical exposures, equipment, PPE, fire risks, public protection, and emergency contacts. Use barricades and signs to control the area. Coordinate overlapping trades so one crew does not create a hazard for another.
Personal protective equipment
Minimum jobsite PPE is safety glasses, appropriate work clothing, gloves selected for the hazard, and sturdy slip-resistant footwear. Hard hats, high-visibility garments, hearing protection, face shields, respirators, cut-resistant gloves, chemical-resistant gloves, knee protection, fall protection, and protective footwear are required when identified by the hazard assessment. Inspect PPE before use, wear it correctly, and replace damaged equipment. Respirators may only be used under an appropriate respiratory-protection program with required evaluation, fit testing, and training.
Housekeeping and material handling
Keep walkways, stairs, ladders, exits, electrical panels, and fire equipment clear. Remove scrap, protruding fasteners, cords, packaging, dust, and spills throughout the shift. Stack and secure materials to prevent collapse. Use mechanical assistance or team lifting for heavy, long, or awkward loads. Plan the route before lifting and keep hands out of pinch points.
Tools and equipment
Inspect tools, guards, cords, batteries, hoses, blades, bits, and accessories before use. Remove defective equipment from service. Use the correct tool and accessory at the manufacturer’s rated speed and capacity. Keep guards installed, disconnect energy before adjustments, and never bypass safety devices. Only trained, authorized workers may operate lifts, forklifts, compactors, saws, grinders, powder-actuated tools, or other specialized equipment.
Electrical safety
Treat electrical systems as energized until verified otherwise by a qualified person. Use GFCI protection and properly grounded, listed equipment. Inspect cords and plugs; do not use damaged insulation, missing grounds, or makeshift repairs. Protect temporary wiring from traffic, water, sharp edges, and damage. Deenergize, isolate, lock or tag, and verify circuits before work where required. Maintain required clearance from overhead power lines and keep conductive ladders and materials away from electrical hazards.
Falls, ladders, scaffolds, and lifts
Protect floor holes, wall openings, leading edges, roofs, and other fall exposures. Use guardrails, covers, travel restraint, personal fall-arrest systems, or other compliant methods as required. Inspect ladders before use, place them on stable surfaces, maintain three points of contact, face the ladder, and do not overreach. Extension ladders used for access must be secured and extend above the landing as required. Scaffolds must be erected, altered, inspected, and used under competent-person requirements. Do not use makeshift platforms. Follow lift manufacturer instructions and use required fall protection.
Silica, dust, and air quality
Cutting, grinding, drilling, chipping, or disturbing concrete, masonry, mortar, tile, drywall compounds, and similar materials can create harmful dust. Use required engineering controls such as integrated water delivery or shrouded tools with HEPA dust collection. Follow OSHA Table 1 or an exposure-control method appropriate to the task. Do not dry sweep silica-containing dust where safer methods are feasible. Isolate dusty work, provide ventilation, clean with HEPA vacuuming or wet methods, and use respiratory protection only within a compliant program.
Hazard communication and chemicals
Maintain labels and access to current Safety Data Sheets for paints, coatings, adhesives, primers, solvents, cleaners, sealants, epoxies, MMA products, and other chemicals. Review the SDS before use. Follow ventilation, storage, incompatibility, ignition-control, spill-response, PPE, and disposal requirements. Never place chemicals in unlabeled containers. Keep flammables away from heat, sparks, and smoking. Do not mix products unless the manufacturer specifically allows it.
Trade-specific safe work practices
Framing, remodeling, and structural work
Brace walls, trusses, joists, and temporary structures before releasing loads. Control collapse zones and falling-object hazards. Verify load paths before cutting or removing structural components. Use qualified engineering direction when required. Guard saws, control nail-gun direction, keep hands clear, and disconnect tools before clearing jams.
Concrete and masonry
Establish restricted zones around cutting, demolition, lifting, and wall construction. Control silica with wet methods or HEPA collection. Inspect forms, shores, braces, and lifting devices. Protect exposed reinforcing steel. Use suitable gloves, eye protection, and washing practices for wet cement to prevent chemical burns.
LVT and VCT flooring
Confirm the substrate, moisture conditions, ventilation, adhesive, primer, and floor-preparation products are appropriate. Review SDS requirements before mixing or applying chemicals. Control access to wet adhesive and freshly installed flooring. Use knee protection, cut away from the body, store knives safely, and dispose of blades in a rigid container. Use mechanical assistance for rolls, cartons, and equipment.
Floor coatings and finishes
Control ignition sources and restrict the work area. Follow product requirements for ventilation, mixing, pot life, application, respiratory protection, gloves, and eye protection. Prevent incompatible chemical mixing. Mark wet surfaces and maintain safe access until the coating is cured.
Painting
Review paint, primer, thinner, and remover SDS information. Ventilate interior work and control overspray. Use appropriate ladders, scaffolds, or lifts rather than standing on makeshift surfaces. Protect occupants, furnishings, and adjacent trades. Store and dispose of solvent-contaminated materials in approved containers.
Drywall installation and finishing
Use team lifting or mechanical aids for panels. Store sheets flat and stable. Control overhead work and falling materials. Use guarded tools, safe cutting methods, eye protection, and dust collection. Ventilate sanding operations and use HEPA vacuuming or wet methods where practical.
Suspended and drop ceilings
Confirm overhead utilities and energized systems before drilling or anchoring. Use proper ladders, scaffolds, or lifts. Do not stand on ceiling grids. Secure grid components and tiles during installation, control the area below, and coordinate fire-sprinkler, electrical, HVAC, and communication work with qualified trades.
Commercial doors and security gates
Secure doors, frames, gate leaves, springs, counterweights, and powered components against unexpected movement. Use rated lifting methods and keep workers clear of pinch, crush, and swing zones. Deenergize and control hazardous energy before adjustment or service. Test safety devices and limits before turnover.
Fire prevention and hot work
Maintain extinguishers and clear access. Control combustible loading and ignition sources. Hot work requires authorization, area preparation, suitable extinguishers, ventilation, and a trained fire watch when required. Inspect the area after work for smoldering material. Store fuel cylinders and flammables correctly.
Public and customer protection
Separate the work zone from occupants, customers, and the public with barricades, signs, locked access, and controlled routes. Protect openings, tools, materials, dust, noise, and falling-object exposures. Maintain clean, usable exits and coordinate shutdowns in advance.
Emergency response
Post the project address, emergency contacts, nearest medical facility, utility-shutoff information, evacuation route, and assembly point. Call 911 for life-threatening emergencies. Provide first-aid supplies and trained responders as required. Do not move an injured person unless necessary to prevent greater harm. Report fires, chemical spills, utility strikes, structural instability, severe weather, and security events immediately and follow the site emergency plan.
Incident reporting and investigation
All injuries, illnesses, near misses, equipment damage, property damage, and environmental releases must be reported immediately. Preserve the scene when safe, obtain medical care, document facts, identify root causes, and implement corrective actions. Required regulatory reporting and recordkeeping will be completed by management.
Training and enforcement
Workers will receive orientation and task-specific training before assignment. Refresher training is required when conditions, equipment, procedures, or performance indicate a need. Violations may result in removal from the task or site and disciplinary action, up to termination of employment or subcontract.
Acknowledgment and review
Workers and subcontractors are expected to read, understand, and follow this manual and all site-specific requirements. Questions or requests for clarification must be directed to ATC Services supervision before work proceeds. This manual will be reviewed periodically and updated when operations, hazards, or legal requirements change.
